( BM) Details concerning the DESL overstore command.

Toggles the ability for DESL functions which create files to store these created files as files which may already exist in the current directory. The types of files governed by this aspect of overstorabili are SIF files and some other type files. (See individual command details.) If "on" or "off" follows the command on the command line then that overstore state is enforced regardless of the current overstore state. The default state for this switch is "off"; ie, not to be able to overstore files. (See the "status" command.)
